يشارك 16 فريقًا في البطولة، حيث ستتأهل الفرق الأربعة الأولى في البطولة إلى كأس العالم تحت 20 سنة لكرة القدم 2021 في إندونيسيا كممثلين للاتحاد الآسيوي، إلى جانب منتخب إندونيسيا الذي سيتأهل تلقائيا بصفته مضيف كأس العالم، وإذا كانت إندونيسيا من بين أفضل أربعة فرق، فسيتم لعب ثلاث مباريات فاصلة لتحديد المركز الخامس والذي يتأهل أيضًا إلى كأس العالم 2021.

Qualification matches were played in November 2019.[4][5] Uzbekistan also participated in the qualifiers, even though they had already qualified automatically as hosts.
The 16 teams will be drawn into four groups of four teams, with the teams seeded according to their performance in the بطولة آسيا للشباب تحت 19 عاما 2018 final tournament and التأهل, with the hosts Uzbekistan automatically seeded and assigned to Position A1 in the draw.
Players born on or after 1 يناير 2001 are eligible to compete in the tournament. Each team can register a maximum of 23 players (minimum three of whom must be goalkeepers).[8]
The top two teams of each group advance to the quarter-finals.
Tiebreakers
Teams are ranked according to النقاط (3 points for a win, 1 point for a draw, 0 points for a loss), and if tied on points, the following tiebreaking criteria are applied, in the order given, to determine the rankings (Regulations Article 9.3):[8]
Points in head-to-head matches among tied teams;

Goals scored in head-to-head matches among tied teams;
If more than two teams are tied, and after applying all head-to-head criteria above, a subset of teams are still tied, all head-to-head criteria above are reapplied exclusively to this subset of teams;
