Out of curiosity, using Google's reverse image search, I saw that it was a forged letter. Basically it's a fake picture spread on social media. Wikipedia Arabic has an article on this. Below you will find references to reviews written in Arabic and foreign languages.

I was suspicious when I saw the King of England's name written as 'George Al Sani' or George II. But according to Google, this name was the king of England in the 17th-18th century.
